"It is best for a ruler to be loved and feared

This is one of Machiavelli's philosophical assumptions. I am confused with this if taken in the Philippine government context. How will this best be applied? I mean, Machiavelli does make a point of saying that it is best for a ruler to be loved and feared but what are its limits?
5 things how a ruler is loved:
1. A ruler is loved when people wear yellow, think yellow and love yellow. Yellow becomes the color of independence. Yellow becomes a sign of hope.
2. A ruler is loved when the people allows him to commit mistakes for as long as he admits one.
3. A ruler is loved when people questions his actions and gives him chances to make the right decision.
4. A ruler is loved when it proved that love is abstract = high social survey ratings
5. A ruler is loved when the people likes him to be visible , like a normal human being eating hotdogs on the street.
5 things how a ruler is feared:
1. A ruler is feared when an appointed cabinet member loose face, he resigns.Yet, some still stay because they are hypocrites.
2. A ruler is feared when he reveals the anomalies of the previous administration.
3. A ruler is feared when he wants to be treated like a normal Filipino citizen with no "wang-wang" unlike his fellow government officials.
4. A ruler is feared when he'd rather support the reproductive health bill than to see his country grow as fast as the rabbits reproduce.
5. A ruler is feared when he tries to take a risk on Muslim Mindanao regarding talks on peace and improving economic activities. This is a work in progress which had been a prevailing problem of the previous administrations.
This is not another for the love of the president column. what im trying to say is that, If he were Machiavelli, what would he choose to be?
Id rather have fear on our ruler and see something positive on our own republic till "Florence" --Philippines becomes stable again.

from the Prince,
"It is easy for strength to acquire a reputation but not for reputation to acquire strength"
i think these two philosphical assumptions convey the same message.
